Malaysia's National Sustainability Reporting Framework (NSRF) is rolling out in three phased groups: Main Market issuers above RM2 billion market cap from FY2025 (Group 1), all remaining Main Market issuers from FY2026 (Group 2), and ACE Market issuers plus large non-listed companies from FY2027 (Group 3). For Malaysia's government-linked companies — many of them Main Market-listed and squarely inside Group 1 or Group 2 — this lands alongside the national Smart City Blueprint (2026–2040), which sets the policy direction for how public infrastructure, urban planning, and climate resilience converge over the next decade. These aren't two separate mandates arriving at once — they're two views of the same shift.
